Azerbaijan’s urban planning experience and reconstruction model in liberated territories presented at WUF13
An event titled “Rebuilding Urbanism: How It Created an Innovation Laboratory for Urban Transformation in Azerbaijan” was conducted as part of the 13th Session of the UN World Urban Forum (WUF13) held in Baku.
The event, moderated by Shujaat Ahmadzada, representative of the WUF13 Azerbaijan Operating Company, discussed international experience in urban development, sustainable planning, and innovative urbanization approaches, along with Azerbaijan’s successful transformation model.
Ramil Jahangirov, Head of the Department for Project Management in Liberated Territories at the State Committee for Urban Planning and Architecture, noted that the goal set for the reconstruction of the territories liberated from occupation is to restore these areas in accordance with global urban planning standards. This was a key principle for both state institutions and private sector entities involved in the process. He emphasized that cooperation with international companies began from the very first days of reconstruction.
According to Aydın Karimov, President’s Special Representative in Shusha District, planning is not merely about drawings, plans, papers, or other documents. “Of course, all of those are very important. However, planning means hours, days, and sometimes months spent on discussions, brainstorming sessions, and mutual interactions with the international community to find the most correct approach,” the Special Representative said.
Dunja Kovari-Binggeli, Founding Partner sa_partners consulting firm, shared her impressions of Azerbaijan’s reconstruction plans: “Our goal was to provide safe and dignified living conditions for those returning. We started our work with targets and plans, and through great effort, dedication, and commitment, we turned them into reality – which you can now witness in Azerbaijan. Our services include strategic master planning, territorial zoning, and detailed project design down to architectural implementation.”
